Prior to joining the State Department, Mr. Bellinger served as Senior Associate Counsel to the President, Legal Adviser to the National Security Council, Counsel for National Security Matters in the Department of Justice, Counsel to the Senate Select Committee on Intelligence, and other public policy positions.
