Cook County v. Chandler

A former employee of the Cook County hospital brought a qui tam action against the county, alleging that the hospital fraudulently obtained grants for a research project from the federal government. The district court dismissed the suit, finding the county immune from prosecution. The court of appeals reversed, holding that the municipality was a person under the False Claims Act (FCA) and subject to liability, including for claims for treble damages.
