Center on Law, Ethics and National Security
The Center on Law, Ethics and National Security was founded at Duke University School of Law on September 1, 1993 by the late Professor Robinson Everett (1928-2009). Everett, a long time member of the Duke Law Faculty and a former Chief Judge of the U.S. Court of Appeals for the Armed Forces, believed that the law school needed a center that would focus on encouraging and sponsoring education, research and publications concerning national security law topics, as well as conducting conferences and seminars in the national security field. Additionally, as the Center's name implies, it was to provide a focus on national security decision-making from an ethical perspective. It is principally funded by a trust established under the will of Kathrine R. Everett, Professor Everett's mother, who shared his keen interest in establishing the Center at Duke. With regard to governance, the Center's staff receives periodic guidance and direction from an Executive Board which is comprised of distinguished scholars and others who share a common interest in national security law and who have dedicated themselves to the continued growth and success of the Center.

Mark your calendars: The annual LENS conference will be April 13th and 14th. Speakers will include General Michael Hayden, former Director of the CIA; Mr. Will Gunn, General Counsel of the Department of Veterans Affairs; and Dr. Mac Owens, Professor of National Security Affairs at the Naval War College.

On Saturday, February 11th, Professor Silliman will be speaking at the 22nd Annual Festival of Legal Learning in Chapel Hill. This is the University of North Carolina’s Law School’s annual Continuing Legal Education event, and more than 700 attorneys are expected to attend the two-day program.

On February 15th at 12:15 p.m. in Room 3043 the Center will sponsor a lecture by Lt Col Kate Oler, USAF, entitled “Sexual Assault in the Armed Forces: A Perspective on the New Legislation.”
Professor Silliman will be the keynote speaker at the opening ceremonies of Duke University’s Model United Nations Convention on Thursday evening, February 16th at the Millennium Hotel. Some 650-700 high school students from all over the country are expected to attend.

On February 24th Professor Dunlap will be a panelist on "The Role of Peacebuilding and Conflict Management in a Future American Grand Strategy” for the conference on Conflict management and Peacebuilding: Pillars of a New American Strategy co-sponsored by the U.S. Army Strategic Studies Instituted and Kennesaw State University

On March 5th, Professor Silliman will be the featured speaker at the monthly meeting of the Shaftsbury Society (comprised of the management of the John Locke Society) in Raleigh, NC.
On March 15th at 10:30 a.m. Professor Dunlap will speak about cyberwar to the Raleigh Woman's Club, 3300 Woman's Club Drive, Raleigh, NC 27612.
On April 27th, Professor Dunlap will be the keynote speaker for the McCain Conference hosted by the Stockdale Center for Ethical Leadership at the U.S. Naval Academy.

Recent Events:
On Wednesday February 1st Professor Dunlap and his wife Joy participated on a panel as part of the Law School’s “Wellness Wednesdays” program.
Professor Dunlap moderated the Armed Forces panel at 1:45 p.m. on January 20th in connection with the 2nd Annual Women in Law Conference: “Working the System: Creating a Woman’s World from the Inside Out.”
Professor Silliman visited the University of California Irvine (UCI) School of Law on January 18th to participate on a panel entitled “9/11: Civil Liberties and Legal Implications.” He was joined by UCI Law Dean Erwin Chemerinsky, Professor Stephen Vladeck of American University, and Professor Mario Barnes of UCI (moderator).
On January 11th Professor Dunlap presented a lecture entitled "On the Use and Misuse of Law: The Western Experience“, to the opening conference of the new interdisciplinary Center for War Studies at the University of Southern Denmark.
