Director, Low Income Taxpayer Clinic

Mr. Weinberg joined the Duke faculty in November of 2005 as the Director of the Duke Law's Low Income Taxpayer Clinic. The Clinic represents indigent clients who have on going disputes with the IRS. Prior to coming to Duke, Mr. Weinberg spent 10 years with the accounting firm of Ernst & Young LLP where he represented clients with IRS related issues. In 1998, he was appointed area director of the then-IRS Tax Practice and Procedure Group for the Southeast Area (currently known as the Tax Controversy & Risk Management Services Group), where he served until he moved to Raleigh, N.C., in November 2003. Mr. Weinberg was made a principal at Ernst & Young in October 2000.

Prior to joining Ernst & Young, Mr. Weinberg was an attorney with the IRS for more than 25 years. After graduating from Ohio University, Mr. Weinberg obtained his J.D., (1967) and LL.M, in Taxation, (1970) from Boston University School of Law. He served as a summer intern in the Boston office of the IRS chief counsel's office and, upon graduation from law school, joined the office full time as a docket attorney. While with the IRS, Mr. Weinberg also held the position of deputy regional counsel (general litigation) for the IRS' central region in Cincinnati, Ohio. He retired in September 1995 from the chief counsel's office as the district counsel at Greensboro, N.C., a position he held for 14 years.

Mr. Weinberg is active in the tax section of the American Bar Association. He is currently a member of the Low Income Taxpayers Committee and Administrative Practice Committee. He is a member of the Southeast Region IRS/Bar Liaison Committee.
