- 2005: Advisor to the Special Prosecutor, Republic of Serbia, concerning national-level prosecutions for war crimes committed during the wars in the former Yugoslavia during the 1990s.
- 2005: Co-Counsel, with Akin Gump Strauss Hauer & Feld, Washington, DC, on the cases of SCM v. Ukraine (filed before the European Court of Human Rights); and Akhmetov v. Ukraine (filed before the UN Human Rights Committee). Concerning "reprivatization" of Ukrainian national steel company.

- 1995-1997: Advisor on Justice to the President of Rwanda. Designed and drafted criminal justice legislation concerning the Rwandan genocide of 1994, and provided consultation on implementation of that legislation. Advised President of Rwanda on the operation of the concurrent jurisdiction of the Rwandan judiciary and the International Criminal Tribunal for Rwanda.
- 1997: Special Consultant to the Secretary of the U.S. Army. Provided consultation on the Army's handling of criminal offenses by military personnel.
- 1996: Consultant and Adjunct Faculty Member, United States Naval Justice School. Designed and delivered training of Rwandan judicial personnel on conducting prosecutions for war crimes and human rights abuses, in Kigali, Rwanda.

- 1996: Presented briefing at U.S. State Department on legislative developments in Rwanda. Briefing was organized by the Office of Ambassador Madeline Albright, U.S. Representative to the United Nations.
- 1994-2000: Director, Duke Law School Pro Bono Project in International Criminal Law. Duke law students provided research support to the Office of the Prosecutor, International Criminal Tribunals for the former Yugoslavia and Rwanda and to selected human rights organizations.
- 1993-1994: Consultant to Senator Dennis DeConcini on Bill S.816 to establish a Director of Special Investigations to oversee the handling of sexual
misconduct in the United States military. - 1991: Served on Duke Law School Committee to review the work of Supreme Court Nominee Clarence Thomas for the American Bar Association Standing Committee on the Federal Judiciary.
