Martin E. Lybecker

Martin E. Lybecker is a partner in Wilmer, Cutler, Pickering, Hale, & Dorr LLP. His area of specialization includes representing investment companies (and their boards of trustees), investment advisers, broker-dealers, depository institutions, and several financial services trade associations. He received a B.A. in Accounting (1967) and a J.D. (1970) from the University of Washington, an LL.M. (in Taxation) (1971) from New York University, and an LL.M. (1973) from the University of Pennsylvania, where he was a Graduate Fellow of the Center for the Study of Financial Institutions and the Securities Markets.

Before joining Wilmer, Cutler, Pickering, Hale, & Dorr LLP in 2002, Mr. Lybecker was a partner located in the Washington, D.C. offices of Ropes & Gray (1987 - 2002) and Drinker Biddle & Reath (1981- 1987), and served as Associate Director of the Division of Investment Management at the Securities and Exchange Commission (1978 - 1981). Prior to that, Mr. Lybecker was a law teacher at Georgetown University, the State University of New York at Buffalo, Duke University, and the University of North Carolina, and was an Attorney in the Office of Chief Counsel, SEC Division of Investment Management. He is Chair of the Committee on Banking Law (2002 - 2005), was Chair of the Committee on Developments in Investment Services (1994 - 2002), and is a member of the Subcommittee on Investment Companies and Investment Advisers and the Committee on Venture Capital and Private Equity of the ABA Section on Business Law. Mr. Lybecker is also a member of the American Law Institute.
