ADAP

The North Carolina AIDS Drug Assistance Program provides life-saving medications for low-income people with HIV who have no public or private insurance. It closed to new clients January 22, 2010 and started a waiting list that increased steadily to 811 on July 7, 2010. The drug formulary was reduced to only HIV medications -- other important drugs in Tiers 2 and 3 were no longer provided. Thanks to the state legislatures response to advocacy for more money, an additional appropriation of $14.3 million was approved in the state budget. As of July 15, 2010, everyone on the waiting list with an income at or below 125% of poverty has been added to the program. That still leave many unserved. The previous income limit of 300% of poverty has been reduced to 125%.

On the federal level, the administration announced $25 million in additional funding that is to be apportioned nationally. This will make little impact on the growing wait lists nationally. A hoped for additionl federal appropriation to the states of $126 million has stalled in Congress.
